CREER (Comité Regional de Espeleobuceo, Ecología y Regulación) represents the interests of cave divers in the state of Quintana Roo, Mexico.
It was created back in 2016 by a group of cave diving instructors who came together with the goal of structuring and unifying the rules of diving in cenotes, with special emphasis on safety and conservation.
In 2019, a virtual line committee was formed to organize line repairs and allow the entire community to make decisions on safety, conservation and cave line issues. After realizing that several responsibilities overlapped, the two committees decided to merge in 2021.
The moderators of the committee are democratically elected by all cave instructors (all levels) and registered professional cenote dive guides, legally resident in Quintana Roo, Mexico, every two years. Currently, there are 12 moderators and two cenote dive guide representatives on the committee.
CREER’s guiding principles for all actions and decisions are safety and conservation. Its main functions and responsibilities are (i) cave line issues; (ii) education and guidance; (iii) accident analysis and prevention; (iv) disciplinary process and education; (v) advice and communication with the cave diving community and landowners; and (vi) liaison with government agencies.
